HISTORY

The idea of exposure or immersion  in the reality that is the life of the poor was developed in the 1960s by the Catholic Church in Asia in order to realise the option for the poor as formulated by the Second Vatican Council.

In the early 1980s the need to bring development aid closer to the poor and make German development policy more pro-poor and pro-participation was recognised. This is the context in which the idea of “exposure” was taken up as part of the bilateral development co-operation work of the Federal Republic of Germany. In 1985, Dr. hc. Karl Osner, working with partner organisations from the South (for example SEWA – Self-Employed Women’s Organisation and Grameen Bank), developed the instrument of exposure and dialogue programmes.

Initially these programmes were carried out by the German Commission for Justice and Peace and later by the Association for the Promotion of North-South Dialogue, which was founded in 1992. Mr. Osner worked as the founding managing director until the end of 2001. In 2003, the Association for the Promotion of North-South Dialogue was transformed into the Exposure and Dialogue Programme Association. The new name reflects the efforts to intensify the dialogue with partners in the transition countries in Eastern Europe.

The Exposure and Dialogue Programme Association is a non-governmental organisation, whose board members are drawn from all walks of life: politics, business and economics, science, church and society, and from different political parties and faiths.

Since 1985, more than 60 exposure and dialogue programmes of various kinds and lengths, covering various topics, involving more than 900 participants and various partner organisations have been organised and carried out in countries of the South.

Nowadays our partner of many years are also running their own exposure and dialogue programmes, on the one hand for national and international experts and decision-makers, and on the other hand also as training for their own staff.
